Above roughly 25 mm in mild steel, plasma cuts faster and cheaper than laser, and for structural parts that get welded and coated anyway the edge difference does not matter.
We quote plasma or laser based on the part, not on what is free. If a plate profile is going into a welded frame, plasma is usually the honest answer. If it needs a clean visible edge, we say laser.
